Finn was refering to current Ottar when he made his statement.

Of course Grand Day isn't canon but that doesn't mean the Knight of Knights isn't. There's Vito for example, a character that appeared first as a no canon character but now is. Seeing Oomori's tweet regarding them it's clear the Knight of Knights is canon.

I think its more of an Equal ratio rather than one is stronger than the other. I mean when I looked at Ottar's stats(All S except magic), I immediately thought that Ottar was the strongest level 7 out there, but if Finn said those words and the other guy is only a level 7 then their strength is probably equal. Which means that both of them can probably keep each other's asses at bay. I highly doubt that the Knight is stronger than the King or vice versa to be honest.
I never said that the other Level 7 couldn't keep up with Ottar, just that it wasn't sure they were the Knight of Knights.
That the Knight of Knights can keep up with Ottar doesn't mean they are the other Level 7. As proof of it there are Zald and Alfia who have both a power beyond their level.
Even if Ottar is at the top limit of Level 7 that doesn't mean the other Level 7 is at most on par with him, again, Zald and Alfia are proof that people can have a power beyond their level(even if it breaks the power system).
So, as far as we know, the Knight of Knights and the other Level 7 could be the same person or two different people.
