Grand Day event in Danmemo is not canon but the things concerning world building is canon. Finn saying that the Knight of Knight could keep Ottar in check was when Ottar was lower level.
Ottar is level 7 now so unless the Knight of Knight is the other level 7 then he probably wouldn't be able to keep Ottar in check anymore.
The Knight of Knight themself is canon even though they were mentioned in a non canon game event. They will appear in the future according to the author.
Finn was refering to current Ottar when he made his statement.

Like I said, Finn was refering to current Ottar, not when he was of a lower level.

Of course Grand Day isn't canon but that doesn't mean the Knight of Knights isn't. There's Vito for example, a character that appeared first as a no canon character but now is. Seeing Oomori's tweet regarding them it's clear the Knight of Knights is canon.

I think its more of an Equal ratio rather than one is stronger than the other. I mean when I looked at Ottar's stats(All S except magic), I immediately thought that Ottar was the strongest level 7 out there, but if Finn said those words and the other guy is only a level 7 then their strength is probably equal. Which means that both of them can probably keep each other's asses at bay. I highly doubt that the Knight is stronger than the King or vice versa to be honest.
