I started the LN a days ago, and started to look up things on the wiki, but I didn't understand some things, especially the levels and status on the wiki. For example Bell is a level 4 adventurer and Ottar a level 7, but their status are higher for Bell and lower for Ottar, how that makes sense?

Statuses start again from zero after every rank up. The stats from the previous level remain but are covered up by the current level stats. The higher the status for your specific level, the stronger you are for your level. Bell's statuses exceed the limit which is supposed to stop at S999 due to Liaris Freese.
Stats of previous level become baseline for next level.
Say, for given level S999 is x10 powerful as I0
If Lv1 S999 becomes Lv2 S999 , they would be x100 Lv1 I0
If Lv1 D500 becomes Lv2 S999, they would be x50 Lv1 I0
So, basically stats grow exponentially.
Improving stats of level to A or S can tough but it can result your power at upper level be much much higher.
Thats Hyakinthos lost to Bell in War Game despite difference of a whole level. He leveled up with much stats being just 'D', as soon as level up was available without bothering to raise them a bit while Bell Level up with SS stats.
