SPOILERS from Vol 17!

In Vol 17, did Freya send Allen & the Gulliver bros to "Eliminate" the party of Loki familia who were returning from the deep floors or she wanted to charm them?

Because if she wanted to do the latter, then why she sent her executives (especially Allen who hates almost everything) just to charm them? She could easily sent "Horn" or anyone from her familia to do that.
