I was a bit curious as when Bell Cranel leveled up he apparently became more powerful while his stats were still 0.
That was because of the level up boost. Each time a person level ups they also gain an extra boost in all their stats. That is the main reason the level gap is a nigh insuperable breach.
Nonetheless, people can be weaker than someone from a level below it. However, those are mages sinc obviously they rarely (if ever) engage in physical combat. For reference, Lefiya's highest stats after Magic was G, and a low one at that. And due to being part of the Loki Familia she actually receives a bit of training in melee, so a normal mage would have stats even lower than hers.

I'd say the Level 2 with all Ds. Since in regards to stats the highest one only needs to be at D, and then the level up boost supposedly makes a person superior to any Level 1, that means that at least said D stat reaches a point in which it is superior to the maximum a Level 1 can reach, the S999 limit.

we don't really know. that the difference in levels can be overcome with only stats is a fact based on mages. but in order to defeat a warrior one level higher, you need to try very hard. I would say that at least there is not a catastrophic difference between them, and if lvl 1 for some reason were more experienced or had magic / skills, he would have a chance to win.

@Slayer268 I can understand where you are coming from, but it isn't just "strength" that allowed Bell to win - there was skill and training, that Hyakinthos thought he was better, and was too self-assured... resulting in his downfall.
