One thing that people need to think about during this fight with Ottar is Ottar does not need to technically be defeated. He just has to take enough damage that Freya would be concerned enough for his well-being that she will ask him to stand down and surrender.
Freya has shown concern for his safety in the past which is part of the reason he has not leveled up despite being able to. That reason is him wanting to defeat the floor boss of Level 49th floor on his own. However, the last time he tried to fight it I believe that it was implied that he barely escaped the fight with his life so Freya forbid him from attempting it again.
Personally I don't think Oomori would have such a thing. But I guess it is an option.
Ottar wasn't implied to have almost died. What was said was that he fought to his limit but ultimately was unable to finish off Balor, and when he returned he did so in a terrible condition.
@Rigel31415 It is a potential escape hatch that the author can use to get out of this situation without Bell really winning against Ottar. He is just not at that level yet. After the war game, he might be but not now, at least not without a fully charged Argo Vesta with Limit Off due to Ottar's healing abilities and his high defense.
I mean, a single normal three minutes Argonaut charge from a Level 2 Bell could blow off like noting the head of the Black Goliath. So the charge you mention would be an overkill. By a lot. But yeah, I agree with you. He is still not there yet, and I seriously doubt he'll be by the War Game.
That said, even following your idea we would still need Bell to hurt him enough for Freya to worry in the first place. And that would still need Bell to be at least close to Ottar in terms of power.
I still don’t believe that Bell can’t beat Ottar by himself.
The other overlooked factor is battle experience it seems not to be taken lightly around here, and Ottar has a heaping help on this.
@Rigel31415 I thought that he used limit off for that. He used a full charge Argonaut twice back then.
The first was with a firebolt that took off part of the Black Goliath's head. The second time he used a sword of some sort and limit off. I think that in the SO novels it was mentioned to be a sword made by drop item from the Floor Boss that Ais beat.
Yeah. The first charge that blew the Goliath's face was a normal charge. The second, with which he killed it, was the one for which he used Limit Off. And yes, it was the Udaeus Black Sword that he used for it.
Wouldn't Bell's stats be about 25% or more above even the highest leveled adventurers?
Dumb question but I'll ask anyway. Does the adventurer's level itself widen the power gap or is it everything that is gained prior to it?

well technically bell has surpassed ottar in some ways.
* in skill+magic - its the simple fact bell skill have the greater power output.
* in growth speed(fast level ups) - no one comes close to him
* surpassing the stats limits - only person to have achieved stats above S99 reaching to SS and SSS
and ottar mentioned to have strong will power. i think at some point its even said that ottar will power is his biggest asset... what ottar gaind through decades of hardship and strangely enough bell has surpasses him in will power too.
now, ottar only said bell has to surpass him we don't know in which way...
but if its direct fight realistically bell shouldn't win but if (i should say only if) ottar decide to take on bell argonaut like how he did with ais 'ill rafaga or like how he was about to against allen's strongest magic, then that will certainly results in ottar defeat.
i could talk about ais&bell vs ottar but others have already said a lot about that(i think they have winning chances) but if bell borrowed another person's strength would that consider as him surpassing ottar!
