That Bell as a level 4 can equal a level 6 also seemed very strange to me, because I thought that the falna points had to be worth more the higher the level was, for example a strength point of a level 6 should be worth much more than a strength point of a level 1, however, in SO6, when Loki and Lefiya were discussing whether to level up Lefiya immediately or wait for her to max out her magic stat first, Loki explained that falna points have the same value at all levels, whether we make sense of it or not.
Then, if we add up all of Bell's falna points, we get that Bell has 4,400 accumulated stat points on average, and a new level 6 adventurer who has had 850 average stat points, will have 4,250 accumulated stat points on average (850 *5, his previous levels), so the numbers match Bell with his current status, he would have more or less a status equivalent to a new level 6.
Here is the source where Omori said that Bell as a level 4, he has a status equivalent to level 5 and can fight against a level 6:

The text is in Japanese and Spanish, but if you don't know these languages, I'll tell you that the tweet says what I just told you.
I know this seems like a lot of exaggeration, but I think it will totally be necessary for Bell to have a pseudo level 7 status because Ottar said that Freya's savior has to be able to overcome him, so even if Bell fights Ottar in a team, he will have to be the protagonist of the victory and as we already saw in the Freya episode, Ottar said that if a team of level 6 fights against him, he can still win using his specialty (bestialization), so I deduce that there must be at least one level 7 in the team that will beat Ottar and this must be Bell.
Also if Bell as a level 4 high has the power to fight as a level 6 (Omori's tweet) by logic he as a level 5 high should be able to fight as a level 7, then this is coherent, very much exaggerated but coherent regarding what Omori has established.
