I didn't fully understand your response due to the spelling, but I gather that you are questioning whether the scales are so resilient that no one could forge them into other objects. If that's the case, so far, no material has been presented in history that is so resistant it's impossible to forge, making a direct comparison challenging. In my opinion, a forge god like Hephaestus or Goibniu could potentially accomplish this task, although it would require a considerable amount of time and be a challenging undertaking. Theoretically, based on their skills, it would be possible.

The repulsive idea can work but monster repel items already existe, also it will not stop long range attack or kamikaze attack like Iguazu and there is big problem that if a monster is not affected, this monster can have pretty high chance to eat it which will grant him an insane power boost. Danmemo has an anniversay event that show what kind of crisis happen when regular monster eat a part of legendary monster.

Indeed, there are items capable of repelling monsters, like the 'Morbul,' so far the only one with this effect (I think), although it has disadvantages, such as its odor and temporary effectiveness. If the item's effect dissipates at an inopportune moment, the consequences can be severe, as we have already seen.

Regarding the repellent effect area of the scale, it should be substantial, especially for lower-level monsters, which typically have less intelligence. I imagine that even a faint aura from a level 10 monster would be enough to make them flee and keep their distance.

Smarter monsters wouldn't flee but would choose to maintain a safe distance. This strategy would be effective as long as adventurers were not actively pursuing the monsters because, if the monsters realized it wasn't a level 10 monster but just a part, greed could prevail. This could result in a group of monsters eager to devour the scale, thus increasing their own strength, as you mentioned.

Considering the utility of the scale, I thought of using it as a safeguard during camps. Placing it in the center of the camp would allow adventurers to sleep peacefully, without worrying about surprise night attacks. Of course, it would still be necessary to conduct nighttime patrols to ensure total security, but the scale would serve as an additional layer of protection.

@PernasY Bitterbittersweet is making baseless assumptions. Smith regularly work with dropped items well above their level. While it is possible the scales are unworkable it is just as likely top tier smiths could work them if the were actually dropped items.

Welf as a level two smith with Blacksmith at just I rank is shown working materials from monster several levels higher than himself. Not to mention most smith buy dropped items rather than go get them.

Edit: Most danmemo events are non-canon and should be taken with as a grain of salt at most.
