True, but that is not where the confirmation comes from. It is from these lines in the previous question:

As you said, I'm thinking of telling a story about Bell Cranel's first year. One of the reasons for this is that we don't want Bell's age to change throughout the story.

Yeah, but there is also the fact that it is Bell's thing. And Oomori loves high stats. No fight has ever been decided by status (except for when there has been a level difference) and so long as two characters are of the same level they can keep up with each other, with it being always said that the stronger one is so because of skill. Yet Oomori keeps giving every major character a high status.
Do you think a bell with SSS 4450 for every stat wouldn't make the reader ask how the hell Bell hasn't already leveled up ?
As ridiculous as this may sound, no. I have seen people that say Bell can only match those of a higher level when his current stats are above the S999 limit, people who say actually anyone can match or surpass someone of a higher level in a certain stat through points alone (so it's not a thing exclusive of Bell's extra stats), people who say it only makes him stronger in his current level (but not to the point of competing with those of a higher one), and people who say that points from further previous levels become more irrelevant (ie, points gained as a Level 1 are irrelevant at Level 5) so Bell constantly getting such high stats allows him to keep the slight advantage he does have, but said advantage doesn't progressively increase.
As you can see, in spite of what you or I may believe, the fandom doesn't actually overall agree in how Bell's extras stats work. Or used to. So while there would certainly be some that wonder what's even their point anymore, not everyone would think so.

No. Hedin only had Bell for less than a week. And remember that since Hedin took him Bell hadn't seen his familia until the day he met with Horn disguised as Syr, and Hestia didn't update his status in DM16 because of him running away from the Freya executives to protect Horn.
So Bell's status sheet in DM16 were the stats he gained from before all of that happened, ergo the two weeks between his update in DM15 and the events of DM16. Time in which the only thing he could have done that raised his stats was dungeon exploration.
After that Bell has fought Ottar in the War Game
I'm not saying that Bell isn't getting any big updates now. He is obviously still going to get them after big fights. But that doesn't mean the time he spends at each level stays the same, or could even decrease. He got 3400 points from all the events in DM12-14, which happened in roughly a week. That means that in a single week Bell gained half of the total amount his final Level 4 status had.
Yet between the "break" period that was the time between DM14 and DM15 and DM15 itself, along with how long the events of DM16 and DM17 took, Bell spent another two months as a Level 4 after those battles. Just look at DM19 for example. Bell spent three weeks in the School District, time during which he shouldn't have gained much excelia. And that puts us at already over a month since he became Level 5.
And despite that we have no clue if Bell has even got half of what Oomori is going to want his final Level 5 status to be. Neither do we know for certain if his next big adventures are going to be quick. Who is to say they are not going to be other Folkvangrs, with they do giving Bell big gains but taking quite long to complete?
And even if we have no breaks in the story like DM8 or DM15 it doesn't mean all the time left is going to go towards strenghtening Bell. Or if it does, that it is going to be efficient. In DM12 Hestia Familia took 10 days to prepare for their expedition, 10 days in which Bell didn't get any excelia. That is an example of the former. An example of the latter is the training with Tiona and Tione, a bunch of days (maybe a week, like you say) of intense training that only gave Bell a bit over 200 points.
