If I had to take a crack at it (this is the way I interpreted it as well) is the higher level you are the slower your body will age from that point forward. That doesn't make you immortal and I'd imagine it doesn't stop your body and mind from maturing into adulthood. I'd imagine your body would still mature into adulthood and then like Burning said earlier slow down your aging collectively after you've reached maturity. If there was a level 8 10 year old (not that this would ever happen, just using it as an example) I don't think that 10 year old would start puberty years later than they normally would. Im assuming they'd go through puberty and finish physically and mentally maturing then the slowed aging process would really take affect.

That being said he probably didn’t get more than two stats to S rank each level where as Bell has S or higher in all stats each level (aside from I believe his magic stat before his last level up) which means they’d probably be equal in agility and the other S stat but Bell would be superior in all other stats. Bell already has an edge here. Experience wise.... Allen has the edge hands down. Allen already has a dislike for Bell, another advantage for Allen. Allen probably doesn’t think a whole lot of Bell yet as he’s “just a lvl 5” so Bell has an advantage there. Skills.. if Allen is the strongest lvl 6 that means he’d have to have stronger skills than Ais... which is not likely but regardless Bell’s argonaut literally just one shot Nidhogg Demi spirit and he may get another from hitting lvl 5.
Bell is still a contender in this fight. Best part though... he doesn’t have to win. He can lose, learn something from it, and he’d definitely be on Allen’s Radar from then on out and make for a better story and character development.
The biggest flaw with that arguement is there most likely are challenges for lvl 6 and 7s that aren’t readily available. What I mean is let’s say Ottar needs to make it to floor 67 to really be challenged and go on his next adventure. Without more available floor/level appropriate adventurers, he’s not likely to get there for that adventure until that comes to pass. Lucky for us, there are many just not in the same familia or on cooperative terms with the others. It could also allow for some power inflation to be brought back down a little if we find out Zeus and Hera familia did have several 7s and like let’s say 2 lvl 8s and this is a reclaiming what those Familias had gotten to and exceeding them. So let the following situation play out:
“In theory” there could be several arcs of dungeon discovery/rediscovery. The guild could issue a quest with a bunch of the lvl 5s and higher (4s can be supporters...Haruhime not invited) so lvl 6-7s would be very useful and the whole goal is to make it to let’s say where Zeus and Hera made it to. Let’s say 65 for now. They know the corrupted spirit is still down there and a likely floor boss coming soon and those 2 could provide a multitude of challenges for these first class adventurers while also allowing for Bell/Ais time and Bell currently ditching Hestia familia cuz them scrubs under leveled while also allowing Bell to truly show how he’s matured among his higher leveled peers and rivals where not everything is rainbows or sunshine allowing for a reprieve of many current plot annoyances for us readers. The dungeon could also show how dangerous/ruthless the author claims it is and we could get an actual focus on a sense of dungeon discovery/natural exploration that this series is oddly missing a lot of excluding the Loki expedition in SO.
TLDR; Not only is it most certainly possible for there to be a need for lvl 7s and 8s (because for all we know the dungeon goes to lvl 100 and I don’t see Loki familia getting there how they are now at the moment) but it could quite feasibly be done and while also eliminating several plot annoyances and gimmicks.

Edit: I do realize the comment above does specify that they wouldn’t exactly meet a whole lot that would challenge a lvl 7 which is part of my point, I mean this towards the general argument that “THEY CANT HIT 7 or higher BECAUSE ITS IMPOSSIBLE... THEYRE ALREADY TOO HIGH” with out any reasoning or support to the argument (there is some but these people typically don’t give it).

Edit: did want to note that while they didn’t pick up Danmachi after the first season technically, they’re still not doing themselves any favors by ruining the sequel to their own successful first season ??♂️

I’m not sure if that’s the case though. Because if it is, that means other people can get SS or SSS stats but exceeding 999 is so impossibly hard that it’s just never happened so far.
But if it does allow indefinite growth (not saying it doesn’t continually get harder) then it might be kind of cooler at the end of the story if we see Bell at lvl 6 but with all stats at SSS and one at L after fighting whatever end boss Oomori chooses for Bell before he hits lvl 7. There’s not really any story purpose behind that just might be cool to see and might be a story they pass on one day in an extended universe series (like the new fairy tail series).
