Honestly, I think one could say that Hestia allowed her jealousy cloud her interpretation of the skill itself. There's another thing that Bell loves, and that's Heroes and their stores that Zeus filled his head with. We see this when he developed Argonaut, and Hestia even comments that it could only develop in someone whom had an strong childlike desire to become a hero from the stories. We also see this in his desire to always achieve the ideal result, to the point he even changed Finn's way of thinking/planning/strategizing.
There's no doubt that catching up to Ais was the primary locus for creating and powering the skill, but even right before he gained the skill he had decided that he had a reason to enter the dungeon that was beyond even Ais. It is somewhat vague what that was, but every indication based on his inner monologue was that the reason to enter the dungeon was to get stronger. But we have numerous, almost countless examples of his skill heating up on his back, and his focus always comes back to getting stronger
There's no specification in either the skill name, nor the description that it's locked to a specific person or goal. The skill itself can be interpreted as some form of determined or wholehearted yearning or aspiration, which could also be called obsession. And I believe a reason for using "Falling in Love" instead of "Feelings" as the required emotional intensity would underserved by using the less intense synonym/concept.
Even in the 17 synopsis, when Bell's skill is weakening, it comes back around to Bell asking himself if it is worth getting stronger if Ais doesn't remember him. He doesn't love Ais any less intensely, but he is feeling like she's further out of reach than at any point before, and he's truly questioning whether his memories are false. And yes, my first time through the synopsis I started to flip back to "it's his love for Ais" train of thought but after reading it a few more times there was a subtly to it that left me back in the "It's his desire to grow stronger that empowers the skill, and it's his love for Ais that strengthens his desire to grow stronger" camp.
Ais has been an emotional void for 9 years. She barely understands anything beyond hatred for monsters, let alone relationships.
@Percyolimpo I only have the line from the afterwords that Oomori wanted to include their first kiss Sword Oratoria but it was quashed by the editor. It was a rather generic remark. So I'm not sure what details you have seen that would allow you make a judgment on what kind of kiss or situation it was.
@Sakayori I guess maybe, but I haven't seen that in the after words that I can recall. Is that a personal theory or something you've seen?
@Percyolimpo It hasn't occured/didn't occur it got cut completely and is still yet to come.
Just a few points I can see happening:
-Freya Familia is likely to go overboard and cause widescale destruction if only because of their frustration that they can't kill Bell outright
-Mia will have had enough of Freya's shit and decide to come out of retirement to aid Bell
-Mia and Ottar will fight (haven't decided how likely, but there's a Haruhime boost involved)
-The result of the fight is moot, win or lose Ottar's desire to fight Mia is satisfied for now
-The quartet of girls (Chloe, Lunoire, Anya, Lyu) are positioned to be the Gulliver brothers opponents
-Loki will step in due to the destruction topside (along with Hermes, Genesha, Hephaestus, Take, etc)
-Gareth and Riveria match up with Hogni and Headin
-Finn and Lilli work side by side coordinating the efforts to contain and subdue Freya
-Finn and Lilli start to have genuine affection for each other begin to bud (Tione is NOT happy)
-Freya is sent back to Tenkai, Hestia Familia/Bell are not directly involved in this
-A majority of the Freya Familia commit suicide to follow her
-Exceptions being Ottar, Hogni, Hedin, probably the other characters that have been named
-Ottar (maybe Hedin as well) decides to watch over Bell for Freya in order to cultivate him along his Heroic Journey so he becomes the perfect partner for her I think Ottar joins Hestia Familia, and the 2 elves decide to serve under Riveria and go through a pseudo redemption arc given their origin stories
Oomori wanted to put their first kiss in SO and not DM and was overruled by his editor, so I wouldn't put too much stock into Oomori not wanting the DM readers to feel left out, but rather encourage readership of the companion story.
Part of the "great feat" potential is that it is often something that is deeply meaningful to the person, and is something that requires overcoming, surpassing, and undergoing a fundamental change compared to their former self in a way that can be deemed miraculous, or at least surprising and highly entertaining to the gods.
Not only did Bell defeat a level 2 Minotaur, but he did so after confronting a deep rooted fear of them from the chase he lead the one on a couple weeks prior. And we see he had a 180 degree change in how he views and reacts to Minotaurs now as a result.
And while it certainly involves risk, as far as I understand it, the risk doesn't need to be life and limb, it could be your sanity, your worldview, your reputation and relationships. The common thread I've seen throughout the novels are that it has to have meaning to the person, it has to have a major consequence for failure, and it has to be something that causes you to leave your old self behind.
I guess another way to say it is that it involves the mental fortitude to push through whatever is in front of you be it a physical or mental obstacle... which really makes me wonder just exactly how Lefiya and Raul managed to reach level 3 and 4 and still be so weak mentally.
It's easier to gloat over a defeated god if you don't send them back to Tenkai
I thought it was explained rather well. He's already receiving an insane amount of attention, and taking only 2 weeks to go from 4 to 5 would not do him any favours. At least if it's kept to the month or two he's done before it's "business as usual" for the Little Rookie.
Well from what I recall from the Freya Familia Chronicle synopsis was that Mia felt there was a need for a place for adventurers to find joy during the dark age that was the Evilus period, and so got permission from Freya to leave and start the Hostess of Fertility.
In a way she's already confessed to him... though he was sleeping.

As far as I could tell all the scenes that Bell had with Ais had in the SO LN were in the anime adaptation of SO, as well all of the excessive romantic obsession scense that Lefiya had in the anime were in the LN and just as over emphasized. So that's a rather disingenuous point of contention to hold for the series.
I would also argue that the adaptations of both SO S1 and DM S2 weren't as bad as everyone is trying to make them out to be. And DM S2 couldn't have been that badly accepted because they announced S3 alongside airing the final episode. And I can see a SO S2 announcement coming soonish seeing as there's so much intermingling of the Xenos arc and the Knossos arc that they wind up spoiling each other. I can see them having a similar relationship to the A Certain ... series where Railgun airs well after Index in the real word, but Railgun is basically a prequel to the same season of Index.
I get that personally felt disappointed with the adaptations, but the arguments I tend to see border on objecting to the original content as much as what was actually cut. Personally I think the main issue with the SO adaptation is no one actually aired it. I didn't even know it was a thing until I went hunting for season one of Infinite Stratos and found Hidive.
